In August 1995, Maharishi announced a Political Leadership Training Course to present to leaders of all political parties the principles and scientifically validated programmes of perfect administration through Natural Law in order to achieve the ideal of conflict-free politics and problem-free government.

Just three weeks later, the State Assembly of Madhya Pradesh, India, unanimously passed an Act establishing MAHARISHI MAHESH YOGI VEDIC VISHWA-VIDYALAYA (Maharishi Vedic University) in the State of Madhya Pradesh.

Maharishi Mahesh Yogi Vedic Vishwa-Vidyalaya will offer every citizen of Madhya Pradesh total knowledge of Natural Law as available in the Veda and Vedic Literature. Maharishi declared that this Vedic University will teach only one subject—Atma, the Self—and in this the University will offer the ‘FRUIT OF ALL KNOWLEDGE’ to everyone.

‘Fruit of all knowledge’ means the total creative intelligence of the Self is fully awake on all levels of life—intellect, mind, senses, body, behaviour, and environment. It means that the individual’s relationship with others and also with the entire Cosmic Life—Sun, Moon, planets, and stars, which have been identified as the Cosmic Counterparts of the human physiology—is balanced and harmonious, and that the infinite organizing power of Natural Law is spontaneously available to the whole field of the individual’s thought, speech, and action.

The ‘fruit of all knowledge’ can be made available to everyone because:

1.	The basic nature of Atma, the Self, is pure wakefulness—Transcendental Consciousness—pure knowledge, power, and bliss; and all streams of creation are nothing other than expressions of Atma—the unbounded ocean of the unmanifest field of consciousness—the Self of everyone.

Maharishi’s insights into the nature of the Self, or Atma, of everyone; the emergence and evolution of Natural Law within this ocean of pure knowledge, power, and bliss; the holistic and specific structures of Natural Law available in the sounds of the Vedic Literature; Maharishi’s commentary on Rk Veda, Apaurusheya Bhashya; and the beautifully structured Vedic Science, ‘Maharishi’s Vedic Science’—the Science and Technology of Consciousness—the most complete, fully developed, perfect science, which includes both approaches, the objective approach of modern science and subjective approach of Vedic Science, the approach of consciousness—all these beautiful gifts of knowledge for all mankind are emerging as the rising rays of the Dawn of the Age of Enlightenment, which Maharishi inaugurated in 1975.

In October 1995, medical doctors from many nations adopted a resolution to establish Maharishi Medical Colleges in their countries in order to bring completeness to medical education, eliminate the hazards of modern medicine, and solve the current crisis in health care.

These medical colleges will offer the highest standard of modern medical training, supplemented by the latest understanding of human physiology in terms of the holistic and specific structures of intelligence available in the forty values of Vedic Literature.

To update the knowledge of practising physicians, Maharishi Institutes of Postgraduate Medical Education are being established in conjunction with Maharishi Medical Colleges in countries throughout the world, including the USA, India, Japan, the United Kingdom, and Australia.

In December 1995, in a two-day international celebration at Maharishi Vedic University, Holland, with the honoured guest, Dr Mukesh Nayak, Minister of Higher Education, Government of Madhya Pradesh, Maharishi appointed Rk Veda Salaxan-Ghan-Vidwan Samba Dixit Agni Hotri to be the Vice-Chancellor of Maharishi Mahesh Yogi Vedic Vishwa-Vidyalaya in Madhya Pradesh.

In the first quarter of 1996, Maharishi started action to establish Maharishi Vedic Universities, Colleges, and Schools in Madhya Pradesh by:

Training teachers of Maharishi’s Vedic Science, which means those who will have the ability to impart Total Knowledge: experience of Atma, the Self, and understanding this experience through the Veda—making this experience of Total Knowledge and its infinite organizing power lively within the awareness of everyone and within the physiology of everyone;

2.	Acquiring teaching facilities in every part of each city and in every large panchayat of each district.

In July 1996, on Full Moon Day (Guru Punima), Maharishi inaugurated a programme to establish a Global Administration through Natural Law, and on 12 January 1997 inaugurated the ‘Year of Global Administration’, establishing a Global Administration with twelve Time-Zone Capitals around the world, in order to take full advantage of the administration of Natural Law centred in the life-giving Sun, whose influence on the earth changes from month to month, creating the different seasons, and constantly maintaining the evolutionary nature of Natural Law for all life everywhere.

This has provided a new philosophy of administration, offering new principles and programmes to enrich national law in all countries with the nourishing influence of Natural Law.
